Expected visitation hike to lift casino revenue in Macau, economy secretary says

(Macau).- Secretary for Economy and Finance Lei Wai Nong has said that an expected increase in tourist arrivals would give gross gaming revenue (GGR) a boost next year.
During a Legislative Assembly session over the government’s 2025 budget on Thursday, the secretary said that a monthly average of MOP19 billion (US$2.37 billion) had been achieved in the last 10 months, which generated a combined GGR of MOP190 billion.
Lei projected that for November and December, monthly GGR could range between MOP18 billion and MOP19 billion, leading to an annual total between MOP226 billion and MOP228 billion.
“This suggests a potential 105 percent execution rate of the yearly estimate,” he stressed.
The projected GGR for 2025 is MOP240 billion, according to the budget bill that has now passed its first reading amid concerns raised by legislators.
It represents an increase of 5 per cent to 6 per cent on this year’s forecast.
Lei also noted that the number of tourist arrivals could rise from an expected 33 million this year to 36 million in 2025 – an increase of about 9 per cent.
“With the ongoing shift in gaming revenue, the ratio of spending between the mass market and the VIP market has changed from the previous ratio of four to six to the current ratio – 76 per cent for the mass market and 24 per cent for premium mass-market or VIP gamblers,” the secretary told the session. “In other words, as more visitors come, the gaming tax revenue is to increase accordingly.”
The authorities have forecast a range of MOP226 billion to MOP228 billion in GGR for 2024.
